Well, I decided to give GIMP a try. It seems to have many of the features of Photoshop and certainly provides the tools necessary to do some very fine photo editing. The smudge tool even seems to be better for smoothing small gradient areas than the one in Photoshop. I can't post the results of my first stab with it because while the outcome is decent... it wasn't chosen to be forum-friendly.

I only put in on my Win ME machine and found that while it has a lot of features, it's also very crash prone. I haven't tried it on my XP system.
