The passage in your post above from Matthew is interesting. Jesus is including both in the kingdom of heaven, just some will be the "least" and others "greatest."

So, I suppose this begs the question: what does "apply" mean? In what way do the Ten Commandments apply? Does our salvation depend upon them? It would seem even Jesus is not going that far.

It is my own belief that anyone led by the Holy Spirit is compelled to honor the commandments to the best of their ability, out of a loving dedication to all that is God's. But, I'm not sure this applied to the early Israelites in the same way.

Romans 9:30-33

30What then shall we say? That the Gentiles, who did not pursue righteousness, have obtained it, a righteousness that is by faith; 31but Israel, who pursued a law of righteousness, has not attained it. 32Why not? Because they pursued it not by faith but as if it were by works. They stumbled over the "stumbling stone." 33As it is written:
"See, I lay in Zion a stone that causes men to stumble
and a rock that makes them fall,
and the one who trusts in him will never be put to shame."

The 10 commandments fit on two tables. The first consists of 4 commands toward God, the second table is 6 commands affecting relations between humankind.

Jesus the prophet who was to come after Moses who would be like Moses in that what he said all were to follow, then greatly simplified those tables for us; by pulling together two isolated commandments from the Torah, he spelled out the 10 commandments as just 2:

Mark 12:28-31, One of the scribes came up and heard them disputing with one another, and seeing that he answered them well, asked him, "Which commandment is the most important of all?" Jesus answered, "The most important is, 'Hear, O Israel: The Lord our God, the Lord is one. And you shall love the Lord your God with all your heart and with all your soul and with all your mind and with all your strength.' The second is this: 'You shall love your neighbor as yourself.' There is no other commandment greater than these."

Later, Jesus revisited the second table of the law and modified the standard of living one needs to fulfill it:

John 13:34, "A new commandment I give to you, that you love one another: just as I have loved you, you also are to love one another."

There's just two tables and just two commandments.

The Torah (Instruction) is eternal. The content of Torah, the giver of the Torah reserves the right to modify over time, and he has done so.
