YECs: What is God's explanation for the different ethnic groups?

First of all, why do you even accept evolution at all? If you're a Christian you'd know that it conflicts with the Bible in every single way.

As a hardcore YEC, I'd say there are two main reasons why God created ethnic groups--to teach us diversity and test our faith. To demonstrate that we can be equal even if we're different, and to see if we would fall to the lies of evolution to explain it all.

Who is it that actually categorizes people in different ethnicities, races, etc. based on shared skin color, other shared appearances, geographical location, shared culture, etc.?

Since there are no biological human races, all the things you mention are merely cultural constructs, and therefore different depending on the society.
