In the comics, Phoenix was a cosmic entity that joined with Jean Grey. It basically brought destruction in order to reform everything. Jean by herself was never near as powerful as X3 made her out to be.

Jean's power was why I was ambivalent about her new persona. She had WAY too much power. It reached the point of unbelievability.... (Of course, anybody with the ability to manipulate objects with their mind is a bit of a stretch but you get my meaning...)

Xavier discusses the ethics of whether it would be appropriate for a sufficiently powerful telepath to 'inhabit' that vacant yet living body.
As for Jean, taking it from the comics once she became joined with the Pheonix force she was incredibly powerful ... far beyond what she is capable of even in the movie. A big part of the storyline when she becomes the Dark Pheonix is that she destroyed an entire inhabited world.
The movie takes it a different direction to avoid all the comic cosmic stuff and just says that she was always this powerful but Xavier suppressed it so she could stay stable.
