So as I do, I am just proposing a thought bubble.
The concept is this: without Hell (Gehenna), we wouldn't even know the Devil was there.
In other words, not only is Hell a relief to the sinner, to the innocent it creates revelation: of the evil that was before the depth of the Devil's sin was known (which it still has not been - let the reader take careful note).
I guess to refute this, you would have to show that the Devil has an excuse for evil, which does not arise from Hell - which naturally he would have, if there was no place by which he could justify evil, which - yes - is self-fulfilling but also (per revelation) also proof that God is not willing that any should perish (not even the Devil, and his (fleeting) desire for evil).
The pay off of this, if you can call it a pay off, is of course, that fools who would otherwise destroy the innocent, confuse themselves with the Devil, as they have opportunity, and so destroy themselves, which is win-win.
I wonder if you realize (immediately) how profound this Wisdom was.
