Good luck explaining Romans 9:16-24. God knows that weeds (chaff) will grow up with the wheat. Chaff can't become wheat...chaff is chaff from birth.

It's a parable. Most parables are meant to display a truth, not be 100% literally true. Chaff becomes wheat every day when a sinner repents.
