Yeah, that sounds pretty similar. I don't know everything about the PC(USA) situation since I haven't been a member that long, but that sounds right. For instance, one faction in the PC(USA) has been trying for years to make the ordination standards more vague but couldn't get enough votes. They finally won and a major factor seems to have been that many of the congregation that opposed the change left the denomination. So it was at least as much losing opposition as it was gaining support.
