Why is it that God chooses some to bless and others not to? Is there any rhyme or reason to it or is it just luck of the draw?

Are you alive? Are you safe? Do you have food, clothing, shelter? Do you have access to the Bible? Do you live in a country where you can worship God freely? Do you have at least one friend or family member to spend time with? If you answer yes to any of these questions, you are blessed.
The best blessing in the world is realizing that the best blessings in the world are unseen.

You didn't really explain anything though. Why does God decide to actually bless some people with things and leave others with almost nothing?
It doesn't matter how much we have on this earth. We have God, and God is all we need.
I don't agree with that, tell that to the people starving in Kenya or Uganda. But that wasn't where I was going with this at all. I just wanted to know why God decides to bless some people and say to heck with all the rest?
I presume you mean money, because that's what all shallow people seem to want... but money is not necessarily a blessing. There are lots of people in financially poor countries who are happier than many of us here in the US.

He has plans for you, plans for hope and a future. He wants you to have life, and have it more abundantly. But you have to take the step and give your hurt to Him for Him to deal with.

He hasn't yet. Remember, faith is the substance of things hoped for, the evidence of things unseen. Of course the devil wants you to lose faith, and he will use every thing he has to get you away, including the false teaching that not having every thing one desires means one is out of God's favor.
Let me ask, if I may. Do you seek worldly blessings, or peace in your heart? What if I told you that I didn't have peace until I wound up with nothing, homeless with two children and a husband with so many demons I couldn't live with him and be safe? I found peace when, at the shelter, God spoke to me about the necessity for me to give Him the chance to guide me.
I had nothing, and I was blessed. Now I have a little bit more than nothing, and I have my husband back, healed of his demons. I still struggle with pain every day, I am still broke and have to get creative sometimes to ensure my kids are fed or my lights stay on. My daughter is in need of clothes for the winter, and I have not bought clothes for myself for two years.
I have abundant life. I had to work hard for the prosperity in my home. But my abundance has more substance than a big house or a shiny new car. My abundance will stick with me if the economy crashes, or if I wind up back on the streets.
Because my abundance lies in the hearts of my family. My abundance is waking up in the morning next to a husband who cherishes me, and in seeing my beautiful babygirls run into my arms, and in fellowshipping with my fellow church members, who don't judge me if I go to church wearing clothes that aren't fashion show worthy.
My abundance is not in my world, but my heart.
