This is nonsense. If the vehicle is undercover the plates are fictitious to fictitious owners. If Minnesota doesn't like it then don't participate in the program. The givernment can just get the plates from somewhere else.

That's not how it works. The state gives the plate fictitious information. If run by LE or anyone they come back clear and valid with a fictitious owner. Otherwise they couldn't be undercover. The state agrees to do this. Of course its voluntary by the state, so Minnesota could withdraw and cancel its plates.

The point is that the fictitious plates are assigned to a real vehicle. So if the cops run a set of plates, and it comes back as a black Chevy Tahoe registered to Joe Schmoe, but the vehicle they just ran is actually a blue F-150, the blue F-150 is getting pulled over because the plates don't match.

These laws aren't new. They weren't put in place to ensnare ICE. Federal LE agencies have been working with laws like this in Minnesota and elsewhere for years. ICE just needs to follow the laws.
