It is the vocation of pastors to be preachers of the word to the Faithful, as such the Scriptures are there to be used for teaching, rebuke, and edification of the Faithful. It's why we have Scripture readings as part of the Liturgy, something the Church inherited from the Synagogue.

Thus through the preaching of the word, and the hearing of the word benefits the Faithful through the pastoral vocation. Such is St. Paul's instruction to St. Timothy here.
