The soil will have to be removed, most likely 4 feet *past* the point of contamination, and will need to be sealed in either 55 gallon drums, or in some other sealable containers. Hazmat suits will be worn during the process by trained personnel.

The railroad will have to bear the cost of all this. FEMA should *NOT* be helping them!

...That's probably one of the main reasons they chose to burn the substance - it would be cheaper to clean-up.

But realistically, they should be fined, heavily, by the EPA for all the toxins they put in the air too. The fines should be high. Accidents like these are entirely unacceptable. The government t should offer no monetary assistance to the railroad, even if it means they go bankrupt.

FEMA is only helping now because Trump helped the East Palestine people.

FEMA has no business getting involved in this.

...That's all FEMA is. Government money. And the Norfolk-Southern railroad deserves no financial assistance.

FEMA provides the following programs:
Training programs and research information on the latest mitigation measures;​
Review and coordination of State emergency plans;​
Financial assistance;​
Flood insurance to individuals and businesses in communities that join the National Flood Insurance Program (NFIP);​
Subsidies to State and local offices of emergency management for maintaining emergency management programs;​
Guidance and coordination for plans to warn and protect the nation in national security emergencies; and​
Coordination of services for disaster response and recovery activities.​
So FEMA really isnt about immediate disaster response but dealing with disaster planning and long-term recovery.

FEMA is *primarily* financial assistance, used for hiring contractors in specialized fields.

That fits with what I've seen. There were some FEMA funded trailers used after (I think) Katrina.

As a former chemical engineer who used to work with Superfund sites, those are long-term issue such as Love Canal or my own stomping ground, the Fernald plant and Chem-Dyne. This is a temporary situation.
