The answer is relatively simple: why not? Having nipples offers no disadvantage to survival and procreation. It actually is advantageous, because people with abnormal nipple placement or missing or superfluous nipples are seen as "gross" and struggle with getting sexual partners.

I do not think that is why God gave them nipples. That which is related to reproduction is why God gave them to women. Never so that a man would get sexual pleasure.

I think you will struggle to find the answer to a question that is so faulty. You seem to look for a deeper reason in things that have no reason.

Sex is decided by the genetic makeup of a person, more precisely if they have a y chromosome (male) or no y chromosome (x chromosome). The sexes haven't differentiated at the point where many parts of the human body are decided.

Not to be pedantic, but the proper anatomical term is umbilicus. Pronounced either um-BIL-i-cus, or um-bil-LIE-cus.

The navel is called the umbilicus, and is what is left after the umbilical cord is detached from a human being after being born.
This “feature” is how a fetus survives in the uterus while it is in its mother, all of the nutrients and oxygen necessary for the fetus to grow, goes through the umbilical cord which has a large artery and a large vein and interfaces with the uterine wall of the mother.

While the fetus’ heart “beats” it doesn’t move the blood around the fetal body very well since there is a hole (foramen ovale) between the ventricles because the lungs are filled with (amniotic) fluid, so getting blood to flow there doesn’t oxygenate it like in a living, breathing child or adult. All of the oxygen needed for survival comes from the umbilical cord artery.

What this has to do with your question, I don’t know.
