Yes, past tense from when one is born again.The whole NT says forgiven (past tense). That means past, present
and future sins. You are completely forgiven.

Doesnt "All" mean "all"? All people groups, all people, all sin? He died for everyone, even those who didnt believe. He died for all of us in the hope that we would respond to Him. Thats what saves, our repentance, changing our mind and seeing our need for Him, He already for gave us.I'm not sure of your verse, but Jesus did die
