Psalm is the old covenant. The verse in 1 John 3:10 - You can't be a child of God and a child of the devil at the same time! You're either born again of God's spirit (child of God) or not (child of the devil). Everyone that is a child of God - their heart's desire is to not sin but if we do sin we have an advocate with our Father, Jesus Christ. The righteous requirement of the law with the new covenant is faith in Jesus Christ - that is the fulfillment of the law.
