Can i use a 22 or 23 watt plug for a 24 watt need? As long as the -+ is correct?

I don't think there is a technology forum. Maybe you should visit another site that specialises in technology questions, or perhaps one of the numerous "answer" sites, like Quora.

And, as always, take care when asking random people on the internet. Not everyone is an expert, and some even give wrong advice on purpose. Maybe you should ask a professional.

I wouldn't. Drawing more amps than the plug can handle is a fire hazard.
