James point wasn't that faith can exist, in Jesus, apart from works isn't faith. Just claiming you have faith isn't good enough. Satan knows that Jesus is real, but he has no faith in Jesus. I am sure that saint James conceived of faith as dead without works but as faith nonetheless. That is why verses 14 to 17 exist. To give an example of right faith existing without good works. Wishing well, saying "you are in our thoughts and prayers" is useless verbiage if one is not willing to do what is needed to make things well. As saint Gregory the Great said, "The proof of love is in the works. Where love exists, it works great things.
