You can't really. But you can keep it at bay. And to keep it at bay you have to constantly report the person, which prevents them from 'settling in'.

No, I don't believe they would know. Only the admins that you report to would know and I don't believe they would share with the person-in-question who reported them, but just to ensure that they don't, you can simply request to remain anonymous. They'll respect that request.
