Cocaine is a short buzz drug that is expensive. It’s about the last thing economically depressed people would have turned towards, in those pre-crack cocaine days. What you saw instead was a huge rise in alcoholism, a much cheaper drug.
As for gangs, you must be forgetting that prohibition was still in place when the Great Depression started. Gangs were very much surging, and continued strongly after prohibition was lifted and the Great Depression continued.
Neither claim is supported by stats.
