What is the Best Healthcare System and Why?

We have a democratic republic.

Democracy: Tyranny of the majority.

Republic: Representatives that don't represent their constituency, but instead a vague "greater good".

Personal responsibility: The only way to mitigate the above.

At the national level, this does seem to be the case. At the state and local levels the representation is truer and/or more complete, at least anecdotally. Putting principle before personal profit would be the best way to mitigate; I agree.
