Not exactly. Construction still requires permits, but since Disney is the government in Reedy Creek, they approve those permits themselves. And they're still subject to state and federal regulations (like EPA requirements).Roads and buildings can be done without approval- permits or epa etc.
While I'm sure that there are plenty of "Disney Exceptions" written into Florida laws, those have nothing to do with the Reedy Creek special tax district.From my understanding (which is limited, lol) the state law makers D&R enact legislation for the people of fla. but it does not effect Disney (Laws for thee not for me ). However, Disney has a lot of lobbyists extracting political favors too. So, and end to this privileged existence for Disney.
