no yes I was born with Cerebral-Palsy, but two problems number one people abuse the system will always ( we are NOT talking numbers here just fact that SOME abuse the system. Also this way it would not be need-based which means it would be easier for the government. You either have reached your 65th birthday or you have not. You either at some time in your signed a contract to serve or you never did. There would be very little need to check up on that.

Collective punishment is not as realistic answer.

Well maybe not but it is a whole lot easier. For example, until my dad died almost two months ago I was on on SSI now that is a NEED-BASED program. Meaning that periodalicly I had to go and they would check up on me. Well EVEN under penalty of purjury if I lied they would have to find out. As opposed to my grandparents 78 ( turning 79 Sunday and 76) well, Social security is not need-based meaning that other than for tax purposes it is none of the government's business how much my grandfather brings in with his business he still maintains. This would mean that the government would not have to spend NEAR as much time waiting for people to report abuse. Plus, quite frankly people would be more likely to do so as most people HATE when people fake age or service.

I am no longer on a need based program . I wish I were, but I cannot change that. Surviorship benefits are not need based.

Actually, the New Deal passed in the 30s AFTER the great depression. This tells me that people lived before that without government benefits.
