I would like to take a look at these two verses to learn more about the beast in Rev 13.

Then another sign appeared in heaven: an enormous red dragon with seven heads and ten horns and seven crowns on his heads. Rev. 12:3

And I saw a beast coming out of the sea. He had ten horns and seven heads, with ten crowns on his horns, and on each head a blasphemous name. Rev. 13:1

In Rev. 12 we have a red dragon with seven heads and the crowns are on his heads and ten horns.

In Rev. 13 we have a beast with seven heads and ten horns and the crowns are moved to his horns.

Why are the crowns moved from the heads to the horns?

I don't have much time to look into all but a horn is symbolic for authority and a crown is symbolic for rulership. Something like this could happen if lets say there was a general or someone in authority. A general is one who has authority. Now lets say this general is given a kingdom to rule. This general would go from being just a horn to now having a crown put on the horn. There was a lot of that going on in those times where a general or someone in authority would be given more power or would take over a country and rule it.

The ten crowns are now on the ten horns. We know God does things for a reason. And He can describe things with a few words that mean alot. So moving the crowns to the horns must mean something.

What does this suggest? The Greek word used in this verse for crown is "diadema" which stands in contrast to another Greek word for crown, "stephanos." In the Greek, the diadema is a crown of authority, whereas the stephanos is a crown of victory.

The meaning behind the transfer of the crowns (from heads to horns) indicates a shift in authority. In Christ's day (when the vision of Revelation 12 begins), the authority that persecuted the saints came from the heads (the religious powers). This is why the diadema described in Rev. 12 are on the heads. However, in the last days, the authority that will persecute the saints will come from the horns (the political or civil powers). By moving the crowns from the heads to the horns -- the devil will change persecuting authorities.

Numbers are very important to Elohim like three represent the Three Supreme Beings, Seven is perfection or completion, four are the four corners of the earth and their winds-north, south, east, west. Twelve is a number for those who overcome their sins, Eight represent Yashua is above perfection, six represent man who fell out of grace and perfection, ten means the world and it also symbolically represented Europe on the beast historically. The ten horns that the beast has on his head as I stated before is the beast going through periods of time, first when Daniel saw and he focus on the stout fellow who would change the world with the most powerful false form of worship was the first period. Daniel was told that these horns were kingdoms of Europe (these kingdom rule or had territories in other countries of this earth) that came after the fall of Rome. However, when John saw the beast the horn did not have kinship but still power representing the world who select presidents and not monarchs today! But again during the time of Trouble as probation closes the beast will give ten men he select kingship with him for one hour or two months/60 days.

Satan as the red dragon with horns and seven heads with crowns simply means he was behind the false religions of the seven empires and he will be behind these evil forces as their heavenly ruler, while the beast will represent him as his son (copying the Father and the Son of Heaven) as the earthly ruler and the 10 kings who will come under the power of the beast that will go into destruction (son of perdition). Dan 7:7-26; Rev 12-19
