I'm writing a screenplay for a faith-based movie or teleplay but I feel as though there's no incentive to finish it. I have no idea who to send it to. I've tried to look for opportunities like contests and production companies but no luck.

Go here Film Festivals, Screenplay Contests, Submissions and search for faith-based screenplay contest. You'll find several. Contest are the only way to go with a script these days unless you happen to know a faith-based movie producer. Even then it's hard to get them to read your script because they receive so many request from people who can't write. Most producers have their own ideas and hire writers with a track record to develop those ideas.
