It's an example of mallum prohibitum. Something that is not morally wrong, but prohibited. You say "historical cultures", but that describes our culture up until around 50 or so years ago. Prior to that a girl could marry as long as her parents consented to the marriage regardless of her age. I know of one example of a 9 year old girl who married a 22 year old man and no one thought much of it. It was a bit unusual but was still accepted. My own grandfather eloped with a girl but I don't know her age at the time. Her parents had the marriage annulled because they thought she was too young. No kind of charges were filed, the marriage was simply annulled.
Most of the sexual abuse conducted by Catholic priests was ephebophilia (sex with 15 to 19 year olds) or hebephilia (sex with 11 to 14 year olds) and not actual pedophilia. It was called pedophilia but it mostly wasn't. And I suppose that's because most people couldn't pronounce ephebophilia or hebephilia.
The crime is inappropriate sex by an older person with a much younger person. People who are allowed to marry each other, such as two seventeen year old people is not the issue, presuming the parents of both gave their consent. Most states (except Mississippi age 21, Nebraska age 19) allow marriage at age 18 without anyone else's permission. Most states will allow it earlier with parental consent with many states allowing that at age 16 (Kansas age 15). That's not the problem. It's older adults who shouldn't be preying on children.

i think we all know that normalizing pedophilia is wrong. But my concern is, does the bible gets an minimum age where one can marry and have sex, because we know that sex should only come after marriage, and marriage should come after the start of puberty.
In this day and age those under 18. When it comes to Jewish children in biblical times, I don't recall scripture assigning an age of consent or saying what the age was of wives mentioned. I've heard it theorized that Mary the mother of Jesus might have been as young as 12, but as far as I know there's no biblical support for that. It could easily be that was a marrying age for pagans/gentiles at the time, but I have doubts it existed with in Judaism.
This is true. In fact, many scholars suggest that Mary, the mother of Jesus, was around 14 when she conceived. Although she was a virgin, she was still pledged to marry Joseph.
