It looks like we're just going around in circles here. Do you accept that your religion calls you to care for others regardless of what "cost" they may have or not? It seems to me you're just looking for some excuse to get out of having to do that while still being able to see yourself as a good person.
How about, instead of attempting to throw addicts away as if they were human garbage or looking at the situation in a "How can this benefit me?" sort of way, we provide publicly-funded treatment for them? Not only is it the moral thing to do, the fact is that if you don't then it will end up costing society a lot anyway.
Besides, like many things, drug addiction has strongly social causes. Refusal to understand this is one of many terrible failings of America's hyper-individualist culture.
