The comment is not necessarily racist but certainly involves Judaism. Some sects believe Amelek was wiped out, some believe Amelek is any enemy of Jews and others believe it is all Gentiles. Obviously the latter of them ignore the written Torah as Gentiles clealy have a place. The Kabbalistic and some Hasidic brands don't care much for Gentiles. Then there are those that don't much care for anyone but a few "pious" Jews.
