Vatican 1 and 2 Official Endorsements of the Renewal and Gifts in Olden Times?

Good day I am looking for the Vatican 1 and 2 official papers in print endorsing the gifts of the Spirit like Prophecy and healing for ancient, medieval, modern and CCR times.

Please give us here titles and authors for Catholic apologists who think it is tolerated only.

There was a letter in the mid 70s that indicated general approval by Rome of the Charismatic Outpouring in the RCC (Which was still going on at the time, before ending in the late '70s). HOWEVER it WARNED that prophetic revelations, or freedoms that brought into question any "Official Belief" of the RCC were not to be entertained, or tolerated.
