I think it's high time that they pass a law that states that funding is ongoing until such time as there is legislation to replace it. This would mitigate gamesmenship.
That votes on account system is a really interesting one. It would certainly help prevent some of the brinkmanship we have going on now.Because the legal framework allows for it to be used as political bargaining chip and to be held hostage.
