The context here is obviously related to missionary activity and witnessing.
We don't witness to believers, but to unbelievers.
Mark 6:34
When Jesus went ashore, He saw a large crowd, and He felt compassion for them because they were like sheep without a shepherd; and He began to teach them many things.
Since Jesus Himself described the crowds as "sheep without a shepherd", and you believe that He died for the sheep, what was He referring to here?
