There's no indication in the tweet of the citizenship of the smugglers, so it can't be his claim that illegal immigrants are smuggling drugs. This was at a border checkpoint, not part of the wall that Trump never built.
Biden bolstered checkpoint security and got Mexico to chip in 1.5B for security. Mexico told Trump to go pound sand.
