No, any study of WW2-era German ideas shows that, even if they weren't screwed over by their racial politics, they'd be screwed over by how they just could not build anything lasting alongside their political atmosphere while Hitler was alive. It was so cut throat and backstabb-y, that it would have collapsed as soon as Hitler bit it.

That was Punnett's demonstration; hundreds of generations of Draconian mating laws, and even then you won't be rid of harmful recessives. New ones keep mutating.

Punnett used pencil and paper, but yes, it's a hopeless task.

Well, actually there is one way. You see, there are some species of animals that have very low frequencies of harmful genes. But their solution is probably not something you'd like.

Siblings mate with each other almost exclusively. Any harmful genes, even newly-mutated ones, get quickly removed by natural selection. And it would take a good number of generations for humans to get there, with untold death and suffering on the way.

But it would work.
