Who said she is? There are many, many moving parts to a presidential transition. It seems reasonable to me that the outgoing VP might be involved with at least some of them. Without knowing the specifics of their discussion, it seems a bit premature to be throwing accusations and insinuations around.
There's nothing normal about this situation, where a President has handed off the election to the VP and faded off into the background. This isn't business as usual by a long shot. It's a weird turn of events.
The scenario in which we got the final presidential matchup was unusual, but there's nothing abnormal about the losing candidate calling the winning candidate to concede or the incumbent Vice President discussing details of the transition with the President-elect.

LBJ was an entirely different situation. A whole lot more people than Trump concluded that the 2020 election process was very weird. 2016 and 2024 ran normally. 2020 did not.

Biden will run the country, just as Trump did, after a fashion, in 2020, when he wasn't plotting to overturn the election, betray his oath to uphold the Constitution, etc.
My guess would be for the same reason that he didn't relinquish his post a year ago and prevent a last minute candidacy of Harris: old politicians being unable to let go of power.

Probably. I'm not defending the democrats on this. Biden probably was done halfways through his presidency. I'm not a fan of allegations of dementia, because every president is alleged to have dementia, but at the least he sows mental decline normal for his very advanced age. Being a US president is such a tough job that even I probably don't have the mental fortitude for it, much less a man more than twice as old as me.
