Isa 8:14 And he [Jesus] shall be for a sanctuary; but for a stone of stumbling and for a rock of offence to both the houses of Israel, for a gin and for a snare to the inhabitants of Jerusalem.
Isaiah is saying here the Jesus will be a stumbling block to the Jews. Partially, because they want to remain God's chosen people and resent having to share that status with Gentiles. Partially because they want an earthly King to rid them of their earthly enemies, which is why they had so much trouble accepting Jesus, and was why they begged God for a King despite God having a personal relationship with them.
