I'm sitting in a cafeteria between classes, and well.... There's this guy staring at me. It's kind of unnerving.

CF has always been a site that welcomes people from different backgrounds and beliefs to participate in discussion and even debate. That is the nature of its ministry. In view of recent events emotions are running very high. We need to remind people of some basic principles in debating on this site. We need to be civil when we express differences in opinion. No personal attacks. Avoid you, your statements. Don't characterize an entire political party with comparisons to Fascism or Communism or other extreme movements that committed atrocities. CF is not the place for broad brush or blanket statements about groups and political parties. Put the broad brushes and blankets away when you come to CF, better yet, put them in the incinerator. Debate had no place for them. We need to remember that people that commit acts of violence represent themselves or a small extreme faction.

If it becomes habitual, just go up to him and ask why he is looking at you, in the safety of the cafeteria of course.
Perhaps you are under investigation by the local police or FBI, however they wouldn't make it so obvious.

Well, he eventually left. It was just kinda strange. I was actually sitting by myself on my laptop.

I get the cute laptop compliment myself, but I'm a girl, and my friends are the kind that say everything is "cute" if they like it. If your lap top was super fancy and he was a computer geek like my hubby, he might have been admiring it.
Or he could be like me, and frankly just dazed out and you were in his line of vision.
