Yes and no. It takes a little bit of guesswork to be sure how the word "angel" got translated into other languages. Once you prove that it cannot be "aliens", you can just follow the list of cross references generated by the ancient alien folks.
Read 125-292 of Metamorphoses (ancient Greece), for example, and note that although we were taught to read this as symbolic, that technology is implied by much of the phrasing.

You can follow the derivation of the word "mes-nuti" in Egyptian, and see how it goes from meaning "children of the watchers" to "manufactured giants".

Read the "Famine Stele" and note especially that the god Khnemu must do a
computation (vs. 7) before he makes the rain come and the technology implications in verse 9.

By the way, the "serpents" in this passage are not the usual word (hekh-ba=Hebrew nachash), but instead tannin, and this is the second time we meet this word in Scripture, where it was translated first as "great whale" in Gen. 1:21. That should be enough to prove that we can equate this technology with something that came from God in some way.
