Perhaps you can switch your creative outlet to something else such as writing a poem, drawing, or some sort of craft or dust off an old hobby.
You could work on the outline of the story, background to characters or places. There is the possibility of drawing maps if the story requires a lot of travel. Sketching characters or scenes in the story might be nice, or even writing songs or poems about events in the story or characters (or maybe art and poetry that has nothing to do with it)
You could write very small stories from the viewpoint of minor characters or stories about characters who live in places where you want to take the story, but may never appear in the story.
If the story is set in a sci-fi universe or fantasy world you could start a separate story in the same universe/world which could also be in the present (or even past or future) and could have something in common with the main story line.. or not.

I have a fantasy story I started over a year ago which is only one chapter plus just as much in background. The fact that I even got that far was amazing because I wanted to try to write a novel for years (I have mainly written poetry before).
Well, those are ideas I've come up with so far.
