Let's see the parallel in Mark 1:15a
The time is fulfilled the kingdom of God is at hand

is fulfilled,
Verb - Perfect Indicative Middle or Passive - 3rd Person Singular

Time is not the actor; God is, New Living Translation:
“The time promised by God has come at last!”
The second half is in active voice, NIV:
The kingdom of God has come near.
Verb - Perfect Indicative Active - 3rd Person Singular Strong's Greek 1448: Trans: I bring near; intrans: I come near, approach. From eggus; to make near, i.e. approach.

Now, the Kingdom of God is the actor. It has come near. The OT prophesied the Messiah-King. Jesus fulfilled that role. He came to open the Kingdom of God to everyone who believes. We (our spirits) now live in this kingdom.
