The story isn't about one's ability to "cling to God in all matters & situations", and I don't think God commits or permits evil per se especially since the word "good" comes from the etymology of "God".
Evil occurs when individuals are spiritually dead inside (emotionally dead). They see their own feelings before everyone else's, if they see anyone's at all; they then begin to redirect and manipulate others, reinvent justice and proverbs to their liking, and acting selfishly (very often under the guise of goodness).
Covert narcissism is the archetype of the allegory of Lucifer; it is the collection of all people on the planet who create their own emotions rather than co-creating. They invent feelings for personal pleasure & gain; they are mind-body beings instead of mind-body-spirit, but because the spirit is intangible many people fall for all the antics & displays.
God does not commit or allow evil, but Christ is specifically the collective force of all goodness (humans who have empathic senses). Instead of being connected through the senses of separation (sight, sound, etc.), love connects us inwardly through empathy (the ability to feel each other's experience instead of merely perceiving it). The collective empathic superconscious force that many reason to call "the church" is God alive on this planet. He cannot do anything we do not allow Him to do.
If we do not fight, stand, and reason for justice it will not be created.
Similarly, mind-body creatures are a product of nature, and if we do not grow to collectively understand the need to subdue those living from the cunning animal nature of the human psyche (and we are dangerous predators at the top of the food chain)—then evil can, and will, manifest itself in endless forms. This is not God allowing it: God can only do what we allow Him to do, and we must manifest God's will through our own choices.
In the same way that the cells in your body must respond in obedience to your impulses in order for you to walk, move, breathe, act, digest, pay attention, and live: The collective empathic beings on this planet must re-enact God's will and manifest goodness & protection, or else the Spirit is paralyzed.
