Is pepper spray illegal in Europe?

There was a story recently of a 17 yo Dane (iirc) who was looking at criminal charges after she successfully used pepper spray to fend off a rapist.

There was also another story where a woman had her pepper spray taken away and used against her as she was raped and beaten.

The people we are letting in are broken people , who subscribe to false religions and inhabit impoverished and dangerous cultures. That is in part the reason for our compassion towards them. They have an opportunity for a better life but it is in part up to us to ensure that they integrate into cultures and practices that will ensure that transition.

Perhaps the third or fourth generation of these immigrants will acculturate but not this one. Can Europe wait that long?
