A satellite orbiting 250 miles above the earth cannot pick up a flag on the earth's surface, yet you expect it to be able to spot the flag on the moon from a thousand times further away?
Let's examine this airbus picture.

We can see the lines in the parking lot, (by the way this in not even full zoom) we can see the light poles and their shadows,
we can see cars, we can see trash cans. A flag pole with flag would be similar to the light poles, we would definitely see it!
Now, off the top of your head while reading this, you might say, oh but that is an airbus photo.

If we can get these kinds of clear images of the earth from a satellite, why not the moon?
Something orbiting the moon, should be able to get the same kind of images.
