The great Harlot is the False church/es. The Kings could represent false religious leaders who follow after false doctrines,
Much like Jerusalem was called by God in the first century by the prophets?
Could they symbolically represent the 10 lost tribes of Israel? There are 12 tribes mentioned being sealed for redemtion. That would be
2 nations. The
House of Judah[jews] and the
House of Israel[Isralites].
There are
10 horns on the sea beast and
2 horns of the earth beast. This is almost like the northern tribe attacking the southern tribe[Harlot]. To me is just looks like
2 nations at war with God giving power to the 10 kings of the House of Israel/gentiles

Guess this is how God is going to bring all nations under ONE KING
These are
without a kingdom as yet [divorced by God]but
give their kindom over to the the other beast.

This appears to turn into the Harlot later

This is one example of them coming to war against each other. This just stood out at me for some reason.
