And do you know where that is quoted from? This verse is used 99% of the time to uphold a certain teaching, yet it is not quoted in full and it is not about all people, it's actually talking about ATHEISTS.
It comes from 2 of the Psalms of David 14 and 53 and should be read in full.
53:1{To the chief Musician upon Mahalath, Maschil,
A Psalm of David.}
The fool hath said in his heart,
There is no G-d.
Corrupt are they, and have done abominable iniquity:
there is none that doeth good.
2 G-d looked down from heaven upon the children of men, to see if there were
any that did understand, that did seek God.
3 Every one of them is gone back: they are altogether become filthy;
there is none that doeth good, no, not one.
4 Have the workers of iniquity no knowledge? who eat up
my people as they eat bread:
they have not called upon G-d.
5 There were they in great fear,
where no fear was: for G-d hath scattered the bones of him that encampeth
against thee: thou hast put
them to shame, because G-d hath despised them.
6 Oh that the salvation of Israel
were come out of Zion! When G-d bringeth back the captivity of his people, Jacob shall rejoice,
and Israel shall be glad.
Psalm 14:

as they eat bread, and call not upon the L-RD.
5 There were they in great fear: for G-d
is in the generation of the righteous.

Notice three things about these Psalms
1. The Subject is fools, those who reject G-d, atheists.
2. There is a distinction between these Atheists and 'my people', those who belong to the L-RD
3. David says that G-d is in the generation of the 'Righteous'. You can't have those who are righteous if all people were those who were no good.
As you can see Paul says:
As it is written: “There is no one righteous, not even one.
It actually says:
there is none that doeth good. But that is speaking of the fools, the Atheists, not every one.
But he did not fulfill all Torah as some teach.
