This scripture neither says nor even implies that the jubiliee was not also the first week of the next 49 year cycle.
It's exactly written to celebrate a Jubilee year AFTER the 49 "weeks" of "seven years" each.

A Jubilee is the 50th year AFTER the seventh, seven year week of years.
There are 140 Jubilees in this present 7,000 year period since the beginning.
The 50th is not included as one of the seven year weeks of years.
As my first post said, in my own research, I've discovered that God has several heavenly calendars marking special times in this present creation. Some of them will continue after this 7000 years is ended..
In the revealed Enochian calendar of a solar year, there are 4 days in each solar year at the heads of the four seasons that are not numbered days of a week, but are called "stops", or "sabbaths". They are intercalary days. The 52 weeks of a solar year always begin and end on the exact day of the week for all eternity, being exactly 52 even weeks in a year of 360 days; but the four intercalary "stop/sabbath" days are added to the number of days in a year at the end of each year, making a year 364 solar days long.
So a Jubilee year is not counted as one of the 49, and their reckoning after the weeks of years keeps the calendar even for the 7,000 years of this present creation.

The intercalted DAYS mentioned here were to occur four times a year. That changed the Jewish 360 day year to 364 days. DOES THAT RING A BELL?

This quotation from what is claimed to be the book of Enoch, says nothing about a fiftieth year. Again, you can continue to insist that the fiftieth year was intercalalated, and not counted as the first year of the next week. But no scripture anywhere says this. It comes purely from your own mind.

Added to the counted number of days that are in a solar year, but not numbered in the 52 weeks of the 360 day year nor do their sabbaths interrupt the number of days in a week, 7, for those heads of the season days are not called days of the week, but are outside of the numbers of those days. So a year has 364 days in it for eternity, as Enoch was shown, but the 4 sabbath stop days at the heads of the 4 seasons are not counted as days of the ordinary days of the weeks in the year.
LIKE THAT, the 50th year, called the Jubilee, is not counted in the 49 years of seven weeks each year. The 50th stands outside of the counted seven weeks of seven years.
God has many ways of keeping time in his heavens. He has revealed them to us:

1. the solar year of seven evenings and mornings [of 18 parts, not 24 hours, in His revealed heavenly calendar, and in Revelation].

2. Seven thousand year "days" for this present creation, with the seventh being a millennial sabbath.

3. Ten, 700 year "weeks", as revealed in Enoch, in the dream vision of the ten weeks. which
which overlap into the 8th day, after the seven thousand years, because there is a "stop" of those weeks being numbered when Israel rejected their Messiah, and those weeks will begin being numbered again after the rapture of the Church, and those weeks pertain to what God is doing in, through, and for His own namesake people of the New Man name, so as to fulfill His purposes for the creation forever and forever. Those weeks stopped being counted at the ascension of Messiah, and destruction of the temple, and of Israel being scattered. They will resume when the Church is raptured. Israel will be restored, but it has nothing to do with the Gentile Church, except that it must be removed from the midst of the earth.

4. 140 Jubilee "years" in the 7,000 year present creation. 49 weeks of years and 1 Jubilee year between each the counting of the 7 weeks of years begins again.

No place does God say the 1st year of each 49 is consecrated as a 50th year, a Jubilee!

Why would it need to be said in any other words that the 50th was not included in the 49 weeks of seven sevens of years, but stood alone, all by itself, as a 50th after those 49 seven sevens were completed?
That is what Leviticus states, plainly. In Leviticus 25, God is telling Moses, as law for Israel, what a Jubilee year is: It is the consecrated as holy 50th year After 49 weeks of years are completed .

Leviticus 25:
The Year of Jubilee
8 ‘And you shall count seven sabbaths of years for yourself, seven times seven years; and the time of the seven sabbaths of years shall be to you forty-nine years. 9 Then you shall cause the trumpet of the Jubilee to sound on the tenth day of the seventh month; on the Day of Atonement you shall make the trumpet to sound throughout all your land. 10 And you shall consecrate the fiftieth year, and proclaim liberty throughout all the land to all its inhabitants. It shall be a Jubilee for you; and each of you shall return to his possession, and each of you shall return to his family. 11 That fiftieth year shall be a Jubilee to you; in it you shall neither sow nor reap what grows of its own accord, nor gather the grapes of your untended vine. 12 For it is the Jubilee; it shall be holy to you; you shall eat its produce from the field.

No place does God say the 1st year of each 49 is consecrated as a 50th year, a Jubilee!

quick sketch of concept:

Galatians 4 interprets the OT story of Hagar the Egyptian & Ishmael in exile in Paran near Mt. Sinai as alluding to Jerusalem.

Revelations 11 refers to Jerusalem where Jesus was crucified as Sodom & Egypt.

So, spiritually speaking,
  • the early Church under the Jerusalem leaders was like the Israelites under Pharaoh
  • the plagues upon & defeat of Egypt prefigured the Roman invasion & destruction of the Temple in 70 AD
  • the Israelites Wilderness Wanderings prefigured the Church enduring hardships under the pagan Roman empire
  • Joshua's (=Jesus', same name) conquest of Canaan prefigured the Church of Christ's eventual triumph
According to Genesis 15 (and Exodus), all that originally took 400 years (+40 years in the Wilderness). So, given that Galatians & Revelations were written around 50-70AD, +440 years would be just about 500AD, the expected start of the Christian Millennium at the beginning of the "6th Biblical Day" after Creation c. 5500 BC (LXX).

Note that, according to the Galatians 4 interpretation of Genesis, the next chapter (Gen 16) describing "Ishmael" would spiritually apply to then Jerusalem.
