What is really being spoken of is the removal of the tax code compliance/enforcement branch of the IRS by use of either a flat tax or value added tax (or a combination thereof).
i am certain that if they wanted to get rid of the entire department that it would be possible: IF the personnel were transferred to the GAO (Government Accounting Office)

The IRS has been in existence for a relatively small part of the nation's history ... has badly abused its powers ... and come to be despised by most taxpayers.
The irony is that the rich don't actually pay taxes...they pass the cost on to the consumer. i shudder when i hear somebody talk about how they're going to "sock it to those rich folks!" It means hang on to your wallet little man, because they're going to make YOUR life more expensive....even that's an empty promise by him (if that's what he meant, which I would still question)

Yes it would. However, most government revenue does not come from the Income Tax. That branch would go away sure, but you still need accountants and auditors to keep track of the rest of the revenue that comes into the Federal Government. Not exactly a mean task....that seems like it'd just be moving the problem from one department to another.
