If you think this applies only to non-saved people, why? Does He say that?

I think the keeping away from sin part applies to Christians as well as non-Christians, but obviously the going to hell part doesn't apply to those who are inheriting the kingdom of God.

This passage is one of Jesus's incidents of hyperbole. He's scaring people into realizing the seriousness of their sin, and how greatly they are responsible for their own behavior. It's better to poke out your eyes than to be separated from God, is it not?

Romans 11: 29

for God's gifts and his call are irrevocable.

God's gifts, including eternal life (which is called a gift in scripture) is irrevocable, it cannot be taken back.
