No, it's not just a cover story. There's a subculture in the gay community based around anonymous sex in bathrooms, and foot tapping is one of the signals.

If he had stated he wanted bathroom sex to halt without singling out homosexuals he wouldn't have had the problem.
Especially since per the Ft. Lauderdale police gay sex is not a problem in public restrooms. Police Sgt. Frank Sousa stated, "There's no evidence, no reports or arrests made for any men having sex in any restrooms."
In fact, Mayor Naugle is not just being criticized by gays
. . . but was even blasted by the Broward County Commission, with every county commisioner uniting in chastizing Naugle, using words such as "bigoted and despicable".
The Mayor of Broward County stating: "It gets as pretty close to a censure as you can get under the circumstances.
Mayor Naugle's comments were his comments and did not represent the county or the Convention & Visitors Bureau or, I believe, the sentiment of more than the majority of the citizens of Broward."
Is there a gay organization you can link me to that decries (objects) to this kind of behavior? Honestly, I have NEVER seen any part of the gay community complain about this kind of behavior.

Sure there are. I'm sure there are plenty of places where the restroom is designed for one person at a time and, as such, the bathroom is co-ed. Further, as was pointed out, just because a bathroom is marked "mens" does not mean a woman will not enter. There are plenty of examples of heterosexual sex happening in restrooms (regardless of if they are mens, womens, or both).
No, it isn't. I'm sure there are gays that do have sex in a restroom, just like there are heterosexuals that have sex in restrooms. Hoever, the fact that some do have sex in restrooms (regardless of if it is heterosexuals or homosexuals having sex) does not make it a practice of either sexual orientation. The fact remains that most gays, just like most heterosexuals, do not have sex in restrooms.
Lots of people would, and do. I can imagine plenty of families would be complaining to the police if they found people having sex in the bathrooms at the beach or in the park.
Besides, if it is such a problem wouldn't the police be sending officers in to ensure no sex is going on (as they do with other areas crimes are being committed)?
You contradict yourself here. If there were really thousands of constituents that agreed with Naugle, as you claim, then wouldn't the re-election rhetoric be to support Naugle?
Instead, all nine (I beleve was the number) of county commissioners basically voted to censure him and signed letters calling him a bigot -- and you can't tell me some of those county commissioners would not be part of the "thousands" that support Naugle (if they really existed).
Instead, all the evidence is that there is no problem of gays having sex in bathrooms (as Naugle falsely claimed) and that the vast majority in Ft. Lauderdale disapproved of his statements.
And how often do you think that happens? I've lived in major gay populated areas I was a bit of a frisky rock musician as literal as that lifestyle declares. There is no secret codes to hookup in bathrooms for men and women.

Well, they arrested some guy for showing off his family jewels to a young boy in a Macy's restroom. The guy said that he heard tapping in the next stall and so he got down on his knees and showed off what he had to the person in the next stall, which happened to be a young boy. The kid ran out of the restroom and the rest is another story... Happened just within the last few days ago in Pennsy. They found the guy yesterday.
Is it moral or ethical for homosexuals to display their wares to see what happens next?
