Nope
It means the pet has 0 hunger ... it is not hungry at all.
It is a bit confusing as the other ideal levels (pleasure, health and happiness) are at 100.
How to feed: you need to buy food items in the pet food store (click tab "Pets" in blue navigation bar).
There are 3 different stores. Those items that take care of your pet's hunger level can be bought in the "Pet Food Store" - simply click the link by that name.
You'll see a list with several items (some are for ALL pets - be it dog, snail, horse etc. - and some are only for one type of pets. If you see the name of a pet (for example "dog") in the name of the food item or the description, then that item can only be fed to dogs. If a cat owner buys it by mistake, he will not be able to feed it to the cat. All he can do is to return and get 1/3 third back of the price at which he bought it.
At the right of the list you have two columns "Effect" and "Get".
The numbers in the column "Effect" will tell you by how many percent your pet's hunger will decrease. Let's say your pet has a hunger level of 25. If you buy an item that says "Hunger - 25" and you feed it to your pet, than your pet's hunger will be back at the ideal 0. If you buy an item that says "Hunger - 10" then it would get back by 10 percent to a hunger level of 15.
The numbers in the column "Get" are the amount of blessings that will be deducted from your profile blessings account.
When you buy a pet food item, it will be stored in your pet inventory. You can store up to 10 items.
To feed your pet:
Click on tab "Pets" in the navigation bar. You'll see a line that says "Your Inventory" - if you have bought items they will show up under that line. If you have no items, than it will say "you have no items in your inventory" and you need to buy them first (see above).
If you have items in your inventory, all you need to do is click on the link "use" next to the item you want to feed to your pet.

I hope I covered it all.
