Spirit or conscience?

Quakers believe in that all people, regardless of religion, have understanding and guidance in divine truth they might need from the “inward light,” or “inner light,” supplied in their own heart by the Holy Spirit. This inner light is what tells people whether they are doing right or wrong.

How is this inner light given by the Holy Spirit different from "conscience," a nagging inner voice that tells us when we are doing wrong?

I think that the "inner-voice" comes from the Law of God that is "written on the hearts of men"

I think the conscience is a combination of inner light, social mores, habits, and so on. It's all the stuff we layer over the inner light.
