Bush falsified information to pursue a war he wanted to get us into (for whatever reason) -- then he deserves castigation. As it was, he was served up faulty intelligence, eagerly seized on it as justification for that war, and it's quite possible that the intelligence analysts, knowing which side their bread was buttered on, gave him what it was obvious he wanted. Point more fingers at them than at Mr. Bush.
I speak from a sort of firsthand experience here -- I attended a party in an outlying D.C. exurb in 2003 at which a senior Air Force NCO coming off a tour of duty with the NSA assured myself and a few others listening to him that there was very clear evidence that Saddam Hussein had weapons of mass destruction and was tied to Al Qaeda (despite their public stances of mutual abhorrence) -- though he was unable to say publicly what that evidence was. This was pre-Gulf War II and I remember it vividly. So I'm certain that Mr. Bush was misled -- perhaps willingly so -- by his advisors.

Only the birth registrant, his immediate family, or someone requiring it in pursuit of a bona fide legal duty, may obtain a copy of the so-called 'vault' birth certificate -- the document made out by the 'reporter' -- doctor, clerk registering an unattended birth, etc. -- which is on file there. But anyone can obtain a copy of the form they provide to anyone as proof that such a form is on file, and hence that the person named on the form was born in that state. It's called a "Certificate of Live Birth" or informally a birth certificate. Here is a copy of Pres. Obama's certificate. Here is the summary of the investigation made by the Snopes people, who have been debunking such false claims for over a decade.Summary: you have to have an excellent reason for the Hawaii Bureau of Vital Statistics to release to you a copy of the record of delivery for Pres. Obama that is on file there. He was, however, born there, and they will certify that to anyone who asks -- by providing a copy of his birth certificate, as linked to above. The only two impeachments ever passed by the House of Representatives have been instigated by Republicans attempting to remove a Democratic President for relatively flimsy reasons having little or nothing to do with his duties as President. The one which had some valid grounds, Nixon's, was obviated before the measure was voted on by the full Huse by his resignation. There were, to be frank, far better grounds to impeach George W. Bush than either Andrew Johnson or William J. Clinton -- but saner heads prevailed, and held the threat of impeachment as a 'nuclear option' -- to be used when the official is actively subverting the constitutional norms, not just because he's undertaken policies people don't like, or committed minor technically criminal acts which furnish a pretext. (See above: if Mr. Bush had in fact falsified evidence to put us into a state of war, or if the claims about Guantanamo were proven out to have violated constitutional guarantees, then one might make a case for Mr. Bush's impeachment. But I've stood against that because of the terrible precedent it sets.)
