The police did not let rioting happen; they did put a stop to each riot - which were not necessarily the same people who were protesting earlier in the day. Militia groups like the Proud Boys would show up, then Antifa would clash with them. There were also opportunists who showed up for looting - which the police promptly stopped.

Separate protests took place over a period - 9,000 in various places. It was not a single incident lasting MONTHS.
